Joe has been a Member of The Pensions Trust since March 1994, deferred member from April 1994 and a pensioner member since early 2009.He was an employee of Sun Life of Canada in Ireland and England from 1964 to March 1991 and became a Fellow of the Chartered Insurance Institute (FCII) in 1973. Joe had been involved in pensions work from 1978 to 1991. This included small DB and DC schemes as well as personal pensions and administering insured risks on large DB schemes before ending up as their Pensions Technical Manager. |
Joe was also elected as a member trustee of the 1,500 member, employer pension scheme from 1989 to 1991.
Joe was Technical Officer for the Pensions Advisory Service (TPAS) from 1991 to 1994 and
qualified as a Fellow of the Pensions Management Institute (FPMI) in 1993.
He was then Casework Director with the Office of the Pensions Ombudsman from 1994 to 1996 and served as a associate member of the British and Irish Ombudsman’s Association from 1994 to date.
Later Joe was appointed as Director, of the then, Pensions Regulator (OPRA) from 1996 to 2003 when he retired early. This included membership of their Core Management Team, supervision of the policy department, Help Desk and some casework, and acting as leading UK contact with the pensions committee of the OECD and overseas Pension Regulators (including the Irish, Dutch and German). He was a frequent public speaker on behalf of OPRA both in the UK and overseas.
Joe became a member of the Pension Research Accountants Group (PRAG) in 1997 to date and has been a member of both the London (since 1991) and Southern (since 1997) regional groups of the PMI.
He is a volunteer Advisor with the Pensions Advisory Service since 1988 to date (but had to stand aside from 1994 to 2003 due to possible conflicts of interest).
